Lower Manhattan Commercial Waste Zone Sign-Up Begins April 1: What Businesses Need to Know

As of April 1, 2026, Lower Manhattan will officially enter New York City’s Commercial Waste Zones (CWZ) program.


Businesses in the zone will be required to work with an authorized hauler approved by the Department of Sanitation (DSNY).


Only those haulers meeting DSNY standards may collect commercial waste and recycling in the area.



Why This Matters

Local Law 199 of 2019 created 20 commercial waste zones across New York City, each served by up to three approved haulers. The CWZ program aims to:

  • Enhance safety and accountability in private waste collection

  • Reduce truck congestion and vehicle-miles traveled (VMT), with early pilots showing reductions between 49% and 68%

  • Provide consistent, high-quality service with transparent pricing by setting maximum rates for each zone



What Businesses in Lower Manhattan Need to Do

With the April 1 launch approaching, now is the time to prepare:

  • Choose an authorized hauler. If your business hasn’t signed a service agreement before the rollout, DSNY may assign one on your behalf. Signing early ensures you can select the provider that best fits your needs.

  • Formalize your agreement. All commercial waste and recycling services—including containers, compactors, and organics—must be covered under a written contract.

  • Understand your rates. Maximum rates will go into effect with the zone launch, helping ensure predictable pricing and fewer unexpected costs.

  • Plan your transition. Coordinating with your selected hauler ahead of April 1 will help avoid service disruptions and ensure compliance from day one.
