Navigating NYC’s Commercial Waste Zones: Major Shifts in Business-Waste Management

New York City is transforming how commercial waste is handled. Under Local Law 199 (2019), the city is divided into 20 Commercial Waste Zones (CWZs), each served by up to three authorized haulers, plus five citywide agreements for compactors and large containers. Advocates of the shift point to issues with the existing system, such as overlapping hauler routes crisscrossing the city, truck congestion, high emissions, and inconsistent service quality.


Why the change?


Proponents argue that the new zones will:


  • Reduce truck mileage by more than 50%, cutting emissions and improving street safety

  • Standardize safety protocols and environmental practices for waste collection workers

  • Introduce transparent, competitive pricing and consistent service across all businesses


Where We Stand: Rollout Timeline & Progress


The launch began in January 2025 with Queens Central, covering Jackson Heights, Elmhurst, and Corona. Next up are Bronx East and Bronx West, expected to be implemented in the Oct–Nov 2025 window. These zones will have exclusive hauler operations starting December 1, 2025. The full citywide rollout is projected through 2027, with phased implementation and at least six months’ notice ahead of each zone's start.
