What Businesses in Southern Brooklyn Need to Know About NYC’s Commercial Waste Zones

Beginning January 1, 2026, commercial businesses in southern Brooklyn will enter a new system under the city’s CWZ program. That means every business within the Brooklyn South zone must sign a written service agreement with one of the authorized haulers selected by the New York City Department of Sanitation (DSNY). After the sign-up period, which runs from January 1 through February 28, 2026, only those approved carters will be permitted to collect in the zone.
Why the Change?
Under Local Law 199 of 2019, DSNY has divided the city into 20 commercial waste zones, each served by up to three authorized haulers. The goals:
Improve safety and accountability in the private carting industry.
Reduce truck congestion and vehicle-miles traveled (VMT), which in the early pilots showed potential reductions of 49-68% in VMT.
Provide consistent, higher-quality service and transparent pricing for businesses by setting maximum allowable rates in each zone.

You’ll need to select a zone-authorized hauler. If you’re in Brooklyn South and do not sign by February 28, 2026, DSNY may assign one for you, and you’ll lose the ability to negotiate your provider.
